URGENT! CALL TO ACTION: TUESDAY 3/17/2020

HB650The State Government – Emergency Management – Governor Declarations Bill –  Violates the Constitution and Citizens’ Fundamental Rights!

HB650, the State Government – Emergency Management – Governor Declarations bill, is a broadly unprecedented and dangerous bill which would allow the following:

  • Permanent seizure of any and all personal property, including homes and possessions, without due process or notice

  • Executive authority to supersede local jurisdictions and require the cooperation of sheriffs, superintendents, etc. for any action deemed necessary

  • Suspension of the effect of any statute, rule, or regulation of any agency of the state or of a jurisdiction that the Governor deems unnecessary or counter-productive

  • Compulsory evacuation of all or part of the population from any emergency area, specifying the mode of transportation used to force-evacuate citizens (Current law allows for compelled evacuation but does not specify that the state may confiscate private vehicles)

  • Compulsory evacuation of citizens from their homes during quarantine into a state-designated quarantine area

  • Indefinite incremental extensions of the order: termination of the order would require a joint resolution from the House and Senate

  4. As a tax paying legal citizen of the United States and a resident of Maryland. I oppose HB650 and ask that it be pulled. In my opinion this bill is extremely unconstitutional and ask you all to throw this bill as far out as possible. Sincerely Keith W Cook

  6. This bill needs to be opposed in every way. This is nothing but an attempt by the Maryland Government to circumvent the constitution.

  7. PLEASE do not infringe upon our rights just because you are fearful… think this through logically and remember we are a Country based on freedom. We voted you in to represent us NOT to own us.

  8. I oppose HB650. This is definitely Marshall Law enacted and will manifest many ills to this societies and families.

    1. Thank you for your comment. The bill would absolutely have allowed the overreach described in the call to action, and the fact that this language was apart from the primary bulk of the bill made it all the more important to defeat. Thank you once again for sharing your thoughts!
