
Action Alert: Please Ask Legislators to OPPOSE HB1313, Which Gives Paramedics Emergency Authority to Administer Vaccinations


TEXT OF HB1313 – EMERGENCY MEDICAL SERVICES – PARAMEDICS – VACCINATION ADMINISTRATION:
Authorizing a paramedic to administer a vaccination included on the Recommended Adult Immunization Schedule from the federal Centers for Disease Control and Prevention or authorized for emergency use by the U.S. Food and Drug Administration if the services are under the direction of an EMS operational program medical director, ambulance service medical director, or other qualified physician, authorized by the Maryland Institute for Emergency Medical Services Systems, and part of a certain program or population heath outreach effort; etc.
why icm opposes THESE billS
- Paramedics are not trained or equipped to obtain and evaluate the full medical history and potential contra-indications of each vaccine for each potential recipient.
- In particular, Covid-19 vaccines are potentially inflammatory and associated with anaphylaxis and other potentially life-threatening adverse events. As of February 2021, deaths following Covid-19 vaccination have been reported to the CDC VAERS database at 28 times the annual rate of deaths following influenza vaccination from 2016 - 2021.
- It's inappropriate for the state legislature, independent of medical licensing boards and other medical institutions, to license healthcare providers ill-equipped to evaluate the safety and appropriateness of each vaccination for each potential recipient to administer vaccines. Medical licensing institutions bear the responsibility of carefully evaluating whether providers previously unlicensed to administer vaccines are qualified to do so safely in all contexts. The nature of the Covid-19 pandemic does not warrant this action, as demand for hospital care has never exceeded capacity in Maryland, and the Covid-19 mortality rate for Maryland residents under age 65 is comparable with other upper respiratory infections.

You said pharmacists, but I think you meant paramedics. DOes the bill mention consent or if the person is incompacitated. My issues would be whether they are doing this without consent. I can see where paramedics being able to administer for ex. a rabies shot to someone bitten by a rabid animal would be a good thing, so the consent piece is the crux of the issue for me.
